    CBS记者找到一名旅行社经营者周杰瑞(译音,Jerry Zhou),他拒绝就“旅游产子”之事响应,又说旅行社业务与孕妇产子无关。

    According to a report compiled by the U.S. World Journal, CBS Bay Area reported on the 26th that the crackdown on Chinese women traveling to the U.S. to give birth in Southern California has led to a surge in business for maternity centers in the Bay Area, especially in Silicon Valley. One such center is located in a residential building in North San Jose, primarily serving pregnant women from China. Immigration and Customs Enforcement (ICE) raided three maternity centers in Southern California, discovering dozens of Chinese pregnant women.

    According to reports, the travel agency run by the man surnamed Zhou was doing very well, but the tourists' destination was neither Fisherman's Wharf nor the Golden Gate Bridge, but a residential building in North San Jose. This building operated as a maternity center, and most of the pregnant women were from China.

    Neighbor Robert Ramos said that the pregnant women rarely walked around the neighborhood and traveled in vans with tinted windows, preventing anyone from seeing inside. "Once there were four pregnant women at the same time. After they gave birth, they disappeared, and new pregnant women arrived."

    The report also stated that the North San Jose residence is one of two locations operated by Jerry Zhou, whose online advertisements describe the residence as "California Baby Care," charging $3,000 to $4,000 per month.  Services include nannies, cooks, transportation to and from the hospital, and assistance with obtaining passports for newborns.

    Earlier this year, Immigration and Customs Enforcement raided three maternity centers in Southern California, discovering dozens of pregnant Chinese women. The report suggests that the crackdown on maternity centers in Southern California has led operators to move north to the Bay Area.

    美国是极少数采取出生公民权(Birthright Citizenship)的国家,无论父母有无合法身份,在美国出生的婴儿都自动拥有公民权。此一政策已成为明年总统大选的重要议题。国会共和党人正酝酿修法取消。

    反移民组织说:“孕妇申请赴美旅游,声称去迪斯尼旅游,事实上却来生产,这就成为诈骗。”不过,旧金山大学移民法教授邓新源说,美国没有法律禁止外国人赴美产子。当局最多只能对月子中心逃税罚款。

    The United States is one of the very few countries that grants birthright citizenship, meaning that babies born in the U.S. automatically receive citizenship regardless of their parents' legal status. This policy has become a major issue in next year's presidential election. Republican members of Congress are considering legislation to repeal it.

    Anti-immigration groups say that "pregnant women apply for tourist visas to the U.S., claiming to be going to Disneyland, but in reality, they come to give birth, which constitutes fraud." However, Professor Deng Xinyuan, an immigration law professor at the University of San Francisco, says that there is no law in the U.S. prohibiting foreigners from giving birth in the country. At most, authorities can only fine maternity centers for tax evasion.
